Funding for graduate students to present at conferences generally comes from the department (if there is any). The procedures and amounts vary drastically from department to department. Ask your supervisor or graduate coordinator for details.
There was an informal discussion on the GSU Presidents’ and GSU Council listservs in the spring of 2002. This information was not verified, but it gives you an idea of the variations out there. Check out what students said about travel and conference funding:

GSU Conference Funding
We offer a limited amount of funding annually in order to support conferences organized by graduate students at U of T. The purpose of GSU funding is to foster collective or cooperative work amongst graduate students within or across disciplines. The GSU does not fund individuals or groups who wish to attend or present work at academic conferences here or abroad.
